Join the CFB Wainwright ATIP Release Mailing List to get every DND release, with links to the raw files, as soon as we receive it.

A Few Details About Prime Rogue’s CFB Wainwright ATIP Requests

This list is not complete. We have many more requests to file. Requests are going in as the story develops, and we are working through a backlog, so new filings will be added here as they are submitted.

Our commitment: Prime Rogue is committed to transparency. Within 72 hours of receiving any release, we will publish the raw files in full to our archives, each with a SHA-256 checksum recorded in a release manifest. Each manifest is timestamped on the Bitcoin blockchain via OpenTimestamps, and we plan to also anchor manifests on Algorand. Anyone can verify that the files are exactly what DND released and when we received them.

Releases arrive already reviewed and severed by DND under the Access to Information Act and the Privacy Act. Our default is to publish exactly what we receive. The only exception: if a release inadvertently discloses information that would seriously harm an individual’s privacy, such as an identifiable person’s injuries or medical details, we will redact that specific information in our published copy and mark and explain each redaction. The original as received stays hashed and timestamped, so the record shows exactly what we withheld and that nothing else was changed.

A note on deadlines: The statutory deadlines listed below are the dates DND is legally required to respond by, not the dates we expect to receive records. Based on our experience with federal access requests, we expect most of these requests will not be handled properly within the legal timelines and will need to go to the Office of the Information Commissioner as complaints. We will update this page as complaints are filed.

Want the records the moment we get them? Join the CFB Wainwright ATIP Release Mailing List. It only emails when there’s a release, with no spam, and your data is never sold. Details below.

Infographic showing the access to information process in six steps. Prime Rogue files a request with National Defence. DND has 30 days to respond or extend. DND reviews records and may sever exempt information. If records are late, incomplete or over-redacted, Prime Rogue complains to the Office of the Information Commissioner, which can order release. Prime Rogue publishes the raw files within 72 hours with SHA-256 checksums timestamped on Bitcoin. Mailing list subscribers are notified and the tracker is updated.
How an access to information request moves from filing to release, and what we do once records arrive. Statutory deadlines aren’t delivery dates: we expect most requests to go through the Information Commissioner’s complaint process.

Request 1: Range Control, initial reporting and fire danger records

  • Request ID: EA2026_0200244
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 18, 2026
  • Status: In progress
  • Format requested: Electronic
  • Application fee: $0.00
  • Date range: October 17, 2025 to October 18, 2026

Timeline

  • October 18, 2026: Request submitted
  • October 19, 2026: DND marked request in progress

Why we filed it

The base’s own operational records are the best way to build a timeline that does not rely on public statements. Range Control and duty officer logs show what was happening in the training area hour by hour. The first incident report shows what the chain of command was told before any public messaging was drafted. Fire services dispatch logs record when the fire was first called in and how long it took for crews to arrive. The range schedules and fire danger assessments address a basic accountability question: was live fire or a burn planned in that area, and what were the fire conditions that day?

Text of the request

I request copies of the following records, created or received between 00:01 MDT on October 17, 2026, and the date of this request, relating to the fire in the CFB Wainwright training area on October 17, 2026:

  1. Range Control logs, occurrence logs, or duty officer logs for the CFB Wainwright training area covering 10:00 to 20:00 MDT on October 17, 2026, including those kept by the Canadian Manoeuvre Training Centre and 3rd Canadian Division Support Base Detachment Wainwright.
  2. The first Significant Incident Report, situation report, or equivalent initial notification about the fire, and any updates or amendments to it. Base fire services dispatch, call or response logs for the fire, showing the time the fire was first reported, by whom (with names severed as required), and the time of first response.
  3. Range booking or training schedules showing activities scheduled in the affected area on October 17, 2026, including any live-fire activity and any scheduled or prescribed burns.
  4. Any fire hazard, fire danger or range fire restriction assessments in effect for the CFB Wainwright training area on October 17, 2026.

I request the records in electronic format, with attachments and metadata (including created and sent timestamps) where available.

What we’re watching for

Under the Access to Information Act, DND has 30 calendar days to respond or notify of an extension. The statutory deadline for this request is November 17, 2026.

Request 2: Communications products on when the fire started

  • Request ID: EA2026_0200246
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 18, 2026
  • Status: In progress
  • Format requested: Electronic
  • Application fee: $0.00
  • Date range: October 17, 2026 to October 18, 2026

Timeline

  • October 18, 2026: Request submitted
  • October 19, 2026: DND marked request in progress

Why we filed it

The two official accounts of the fire’s timing do not say the same thing. The CAF statement said the fire was reported at about 16:00, and the DND news release said it ignited at about 4:00 p.m. When a fire started and when someone reported it are different facts, and a gap between the two matters. Drafts, tracked changes and internal emails show how that time was settled on, who chose the wording, and whether earlier versions gave a different time.

Text of the request

I request copies of media lines, questions and answers, communications products, draft and final news releases, and related email correspondence, prepared or exchanged between October 17, 2026, and the date of this request, concerning the time the fire in the CFB Wainwright training area started or was reported, including the Canadian Armed Forces statement describing the fire as reported at approximately 16:00 and the Department of National Defence news release stating the fire ignited at approximately 4:00 p.m. I request all drafts and versions, with tracked changes and comments, and email metadata where available.

What we’re watching for

This request targets the gap between two official accounts: one describing the fire as reported at about 16:00, the other saying it ignited at about 4:00 p.m. The statutory deadline for a response or extension notice is November 17, 2026.

Request 3A: Audio recordings of emergency and range communications

  • Request ID: EA2026_0200248
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 18, 2026
  • Status: In progress
  • Format requested: Electronic (original format or MP3/WAV)
  • Application fee: $0.00
  • Date range: October 17, 2026 to October 18, 2026

Timeline

  • October 18, 2026: Request submitted
  • October 19, 2026: DND marked request in progress

Why we filed it

Logs and reports are written after the fact; recordings capture events as they happened. Dispatch calls and radio traffic show when the fire and explosion were first reported, what was said about them, and how responders were directed. Communications with Alberta Health Services EMS, STARS, Alberta Wildfire, the RCMP and municipal fire services show when outside help was requested and how the scale of the incident was described in real time. A call log alone, with times and durations, would allow the official timeline to be checked.

Text of the request

I request copies of all audio recordings, created between 00:01 MDT on October 17, 2026, and the date of this request, relating to the fire and explosion in the CFB Wainwright training area on October 17, 2026, including but not limited to:

  • Base fire services, military police, and emergency dispatch recordings, including recorded calls reporting the fire and dispatch radio traffic.
  • Recorded radio traffic on Range Control, training, safety, or command networks used in the CFB Wainwright training area.
  • Recorded communications between DND/CAF personnel and outside agencies, including Alberta Health Services EMS, STARS, Alberta Wildfire, the RCMP, and municipal fire services.

I also request any existing log, index, or catalogue of these recordings (for example, a call log with times and durations). I request the records in their original electronic format, or in a standard format (MP3/WAV), with any associated timestamp metadata. This includes records under the control of, but not in the direct possession of DND.

What we’re watching for

This request seeks primary-source audio that could independently establish when the fire and explosion were first reported and how quickly outside agencies were called in. It also asks for any call log, which DND should be able to release even if recordings are withheld. The statutory deadline for a response or extension notice is November 17, 2026.

Request 3B: Video, photographs and sensor imagery

  • Request ID: EA2026_0200250
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 18, 2026
  • Status: In progress
  • Format requested: Electronic (original format with metadata)
  • Application fee: $0.00
  • Date range: October 17, 2026 to October 18, 2026

Timeline

  • October 18, 2026: Request submitted
  • October 19, 2026: DND marked request in progress

Why we filed it

Imagery with capture-time and location metadata is evidence that can be checked independently of anyone’s account. It can show where the fire began, how it spread, when the explosion happened, and how the response unfolded. Thermal footage from Griffon helicopters or drones can show heat sources and fire lines that cannot be seen in ordinary video. Fixed cameras and body-worn or vehicle cameras may have captured the earliest moments, before any formal reporting began.

Text of the request

I request copies of all video recordings, photographs, and other imagery, captured between 00:01 MDT on October 17, 2026, and the current data,, by DND/CAF personnel, equipment, or contractors, of the fire, explosion, and response in the CFB Wainwright training area on October 17, 2026, including but not limited to:

  • Imagery taken by CAF imagery technicians or public affairs personnel.
  • Fixed security, surveillance, or range observation camera footage.
  • Imagery or sensor footage (including infrared/thermal) from aircraft or uncrewed aerial systems, including CH-146 Griffon helicopters.
  • Body-worn, vehicle-mounted, or weapon-mounted camera footage.
  • Photographs or video taken on DND-issued devices, or taken on personal devices and transmitted to or retained by DND/CAF for official purposes.

I also request any existing log, index, or catalogue of this imagery (file name, date and time, source, duration). I request the records in their original electronic format with metadata (including capture time and location data), where available.

What we’re watching for

Capture-time metadata on official imagery and thermal sensor footage could provide a timeline that does not depend on any official statement. As with 3A, the imagery log should be releasable even if footage is withheld. The statutory deadline for a response or extension notice is November 17, 2026.

Request 4: Casualty reporting, medical response and reporting up the chain

  • Request ID: EA2026_0200252
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 18, 2026
  • Status: In progress
  • Format requested: Electronic
  • Application fee: $0.00
  • Date range: 00:01 MDT October 17, 2026 to 23:59 MDT October 18, 2026

Timeline

  • October 18, 2026: Request submitted
  • October 19, 2026: DND marked request in progress

Why we filed it

The public is entitled to an accurate account of how many people were killed and injured in a training accident at a Canadian base, and casualty figures often shift in the first hours of an incident. Situation reports and casualty returns show how the count changed and when. Transport and medical response records show where the injured were taken and whether local health services were overwhelmed. Reporting to NDHQ and briefings to the Minister, Deputy Minister and Chief of the Defence Staff show what senior leadership knew and when they knew it. We have expressly excluded names and identifying details, because the goal is accountability, not exposure of the people affected.

Text of the request

I request copies of the following records, created or received between 00:01 MDT on October 17, 2026, and 23:59 MDT on October 18, 2026, relating to the fire and explosion in the CFB Wainwright training area on October 17, 2026:

1. Casualty reports, casualty returns, triage summaries, and situation reports stating the number of persons killed, injured, missing, or treated, including all updates and revisions issued during this period.

2. Records showing the number of casualties transported or referred to medical facilities, the facilities they were sent to (including the Wainwright Health Centre, other Alberta Health Services facilities, and any alternate or temporary treatment sites), and the times of transport.

3. Records of the medical response by Canadian Forces Health Services, including requests for additional medical resources or mutual aid and any declaration of a mass casualty incident.

5. Significant Incident Reports, situation reports, and other reporting sent from CFB Wainwright, 3rd Canadian Division, or Canadian Army Headquarters to National Defence Headquarters, the Canadian Joint Operations Command, or the Strategic Joint Staff.

5. Briefing notes, information notes, emails, and talking points prepared for or sent to the Minister of National Defence, the Deputy Minister, the Chief of the Defence Staff, or their offices.

I am not requesting names, service numbers, or other identifying information about individual casualties, and I consent to the severance of personal information under section 19 of the Access to Information Act. I request that aggregate figures, times, locations, and the remainder of each record be released. I request the records in electronic format, with attachments and email metadata where available.

What we’re watching for

This request is built to get official casualty counts and how they changed over the first 48 hours, without touching anyone’s personal information. Individual identifiers are expressly excluded, so section 19 should not be grounds to withhold aggregate figures, times or locations. The statutory deadline for a response or extension notice is November 17, 2026.

A note on privacy

This request concerns people who were killed or injured, and their families and colleagues are still dealing with the loss. We have not asked for names, service numbers, medical details or anything else that could identify an individual, and we have consented in advance to DND severing that information under section 19 of the Access to Information Act.

What we are asking for is the institutional record: how many people were affected, where they were taken, how the response was managed and what senior leadership was told. If any records released to us inadvertently identify a casualty together with their injuries or medical details, we will redact that specific information in our published copy and note the redaction, in line with our publishing commitment above. Identities and personal circumstances are for families and the CAF to share, on their own terms.

Request 5: Air quality, smoke and environmental monitoring

  • Request ID: EA2026_0200716
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 20, 2026
  • Status: Submitted
  • Format requested: Electronic
  • Application fee: $0.00
  • Date range: October 16, 2026 to October 19, 2026

Timeline

  • October 20, 2026: Request submitted

Why we filed it

A training-area fire involving an explosion can release smoke, combustion gases and particulates, and potentially residue from munitions or other materials stored on the range. Soldiers, first responders and people living near Wainwright have a right to know whether anyone measured what was in the air. The request runs from the day before the fire to two days after, so it can capture baseline readings as well as conditions during and after the fire. It also asks for any record stating that no monitoring was done, because the absence of monitoring would be a finding in itself. Correspondence with Alberta Environment and Protected Areas, Environment and Climate Change Canada, Alberta Health Services and the Municipal District of Wainwright would show whether provincial, federal and local authorities were told about any risk.

Text of the request

All records relating to air quality, smoke, gas, particulate or environmental monitoring conducted at, or in relation to, CFB/Garrison Wainwright and the Wainwright Training Area between October 16 and October 19, 2026, including in connection with the fire that began on October 17, 2026. This includes monitoring data, sampling results, instrument logs, deployment records, environmental officer or base environment team notes, and any records stating that no such monitoring was conducted. Also includes any correspondence with Alberta Environment and Protected Areas, Environment and Climate Change Canada, Alberta Health Services or the Municipal District of Wainwright about air quality or smoke during the same period.

What we’re watching for

The key question is whether DND monitored air quality at all and, if it did, whether any results were shared with health and environmental authorities or with the public. The statutory deadline for a response or extension notice is November 19, 2026.

Request 6: Air quality and notification rules for range fires

  • Request ID: EA2026_0200720
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 20, 2026
  • Status: Submitted
  • Format requested: Electronic (to ATIP Online account)
  • Application fee: $0.00
  • Date range: October 16, 2026 to October 20, 2026

Timeline

  • October 20, 2026: Request submitted

Why we filed it

Request 5 asks what monitoring DND did; this request asks what it was required to do. Range Standing Orders, standard operating procedures and the base’s environmental management plan set out the rules for air quality monitoring, environmental sampling and notifying provincial and municipal authorities when a range fire breaks out. With both sets of records, we can compare what happened on October 17 against DND’s own rules, and see whether there was a gap or whether no rule covered this situation at all.

Text of the request

Policies, directives, standing orders, standard operating procedures or guidance in effect on October 17, 2026 governing air quality or smoke monitoring, environmental sampling, or notification of provincial or municipal authorities during range fires, prescribed burns or live-fire training at CFB/Garrison Wainwright, including relevant sections of Range Standing Orders and any base environmental management plan.

What we’re watching for

Policy documents like these are usually among the easier records to release, so a quick response is reasonable to expect. Any refusal to disclose standing orders on environmental notification would itself be worth reporting. The statutory deadline for a response or extension notice is November 19, 2026.

Request 7: What burned, and what it may have released

  • Request ID: EA2026_0200726
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 20, 2026
  • Status: Submitted
  • Format requested: Electronic (to ATIP Online account)
  • Application fee: $0.00
  • Date range: October 16, 2026 to October 20, 2026

Timeline

  • October 20, 2026: Request submitted

Why we filed it

The nature of an explosion, and of any contamination it caused, depends on what was in the fire’s path. This request asks for DND’s own inventory of what was in the burned area, including the unit administrative area, and what was damaged or destroyed: vehicles, fuel, ammunition, explosives, ordnance and other stores. It also asks for any assessment of hazardous materials or munitions residues that may have been released. Combined with Requests 5 and 6, it shows what was at risk of being released, whether anyone measured it, and what the rules required.

Text of the request

Records listing or describing materials, equipment, vehicles, fuel, ammunition, explosives, ordnance or stores located in, or destroyed or damaged within, the area burned at CFB Wainwright between October 17 and October 19, 2026, including the unit administrative area, and any assessment of hazardous materials, munitions residues or contaminants released or potentially released as a result.

What we’re watching for

DND may withhold detailed ammunition and ordnance holdings on security grounds. Even so, the categories of material involved, the extent of the loss and any contamination assessment should be releasable, and an assessment that does not exist would be a finding of its own. The statutory deadline for a response or extension notice is November 19, 2026.

Request 8: Five years of range fires and monitoring

  • Request ID: EA2026_0200728
  • Institution: National Defence
  • Request type: Access to information request
  • Date submitted: October 20, 2026
  • Status: Submitted
  • Format requested: Electronic
  • Application fee: $0.00
  • Records period: January 1, 2021 to October 16, 2026

Timeline

  • October 20, 2026: Request submitted

Why we filed it

A single incident is easier to interpret against a track record. This request asks for Range Control fire reports and any related air or environmental monitoring for fires and prescribed burns in the Wainwright Training Area over the nearly six years before October 17. It shows how often fires happen on the range, how they are reported, and whether monitoring is routine, occasional or never done. If DND has monitored earlier fires but did not monitor this one, or has never monitored any, that context changes how its handling of October 17 should be judged.

Text of the request

Range Control fire reports or logs, and records of any associated air or environmental monitoring, for fires (including prescribed burns) in the Wainwright Training Area from January 1, 2021 to October 16, 2026.

What we’re watching for

This is the broadest request in the set, so a time extension is likely. A count of fires and a summary of monitoring would be useful even before the full records arrive. The statutory deadline for a response or extension notice is November 19, 2026.
