Prime Rogue Inc. Expands Investigative Initiative to Track Global Foreign Aid Waste and Combat Bureaucratic Disinformation
March 3, 2025 â Calgary, AB â Prime Rogue Inc. is launching the most comprehensive independent review of U.S. Agency for International Development (USAID) Office of Inspector General (OIG) audits to date. This initiative will track unauthorized, undocumented, and misallocated foreign aid, analyzing financial waste by contractor, country, and project.
In collaboration with USAIDLeaks.com and DevLeaks.org, Prime Rogue Inc. is developing a multi-system investigative framework to expose systemic financial mismanagement across international development programs and counter the weaponization of information by entrenched bureaucracies.
Recent sweeping cuts to USAID under the Trump administration have left the agency functionally defunct, with over 90% of its programs dismantled and its workforce slashed to fewer than 300. What was once a $60 billion-a-year operation is now little more than a shell entity under the U.S. State Department.
âUSAID didnât fail because of one administrationâs decisionâit failed because it was already a bloated, unsustainable bureaucracy,â said Margot Lanihin, Senior Analyst and Project Director for the USAIDLeaks initiative. âTrump and Musk didnât âdestroyâ USAID. They simply stopped propping up a system that was already collapsing under its own weight. We donât need to mourn the loss of USAID. We need to recognize that it was never fit for purpose in the first place.â
Even with USAID in ruins, the need for accountability remains. Contractors continue to operate under residual funding agreements, money is still moving through opaque channels, and the bureaucratic inertia that enabled USAIDâs mismanagement has not disappearedâit has simply relocated.
“We do not agree with the reasons why Trump and Musk nuked USAID,” said Kevin Duska, President of Prime Rogue Inc. âBut we agree with the end result. This wasnât a targeted reformâit was a brute-force shutdown. While the politics behind it may be flawed, the fundamental truth remains: USAIDâs collapse was inevitable. The system was beyond reform. The real question is, what other bureaucracies are next?â
To protect against data manipulation and external interference, Prime Rogue Inc. is developing a blockchain-based archival system to ensure that financial records, audit data, and investigative findings remain permanently verifiable and tamper-proof.
